"I downloaded an "IBM Color Flatbed 275-011 Scanner"-related file of approximately 14 Mbyte sized EXE named "scanv237.exe".
I never just run a downloaded EXE, so I used WinRAR to unpack / unzip the compressed EXE file. This gave me a bunch of files in subfolders produced by the unzipping process...
In a subfolder within this unzipped file there is a setup.exe file with a bunch of support data files, most notably data1.cab of about 11 Mbytes in size.
The page http://cdmediaworld.com/hardware/cdrom/files.shtml contains links to download i5comp.zip that is a command line utility to list and manipulate Installshield Win98 / 1999 vintage Cabinet / cab files. Actually I tried a number of these programs, but only the i5comp.exe worked correctly--all others said that they couldn't recognize the given archive file.
Using the i5comp.exe utility, I ran it on the data1.cab file that was located with the above setup file. I got the following listing:

Since I am a developer of C++ software, I have Microsoft Developer Studio 6 / a.k.a. MS Dev 98, and one of the pieces of software with that package is named "Dependency Viewer." With this viewer I can either open an EXE or a .DLL file and determine what other .DLL and system files are called by opened file. From what my dependency viewer indicates, all the listed dependency .DLL files appear to be in the above Win98 installation cabinet file / software.
Now whether or not the Win98 software is WinXP compatable, I don't know since I'm running Win2k, and my brother just got a used IBM Color Flatbed 275-011 Scanner today. I just downloaded all of the related files that I could possibly Google together. Maybe the SxCenter.exe that is in the download that you have is an update to the i5comp.exe-listed software "scanv237.exe" that I partially listed above?"
