"I used this very file to get a DE-220T to work in win98.
Heres how:
First you must set the IRQ and base address using the dos install.exe utility found in c:\win95 directory created by this file. You must set IRQ and Base address to a setting that does not conflict with other devices. I used IRQ 3 and Base 340H in my system. Then use windows add/remove hardware to add the drive, choose "have disk" and browsing to c:\win95 and I got this one to work by setting it to DE-220E. It usually does not maintain the correct base address setting after restarting computer so you must manually the base address to 340 in windows device manager and restart the computer. There is no option to set the IRQ in windows but if you set it in dos mode to a non conflicting IRQ there should be no problem. After that it worked like a champ."
